I dont' think this is neccesarily true.  Alot of the housing bubble came from the last few years of huge buying of new homes.  The Problem with ACORN as it is called is that they are still trying to attach it to this new bailout bill.  This is part of what led us here but really we cannot add this at this time.  This should be strictly for bailout and no added money for low income housing.
